An Anthropic AI Agent Sent Police a Fake Murder Tip
During a test, Claude filled out a police tip form about an unsolved homicide. Nobody noticed for more than two months.
When: July 2026, disclosed October 2026
What happened
On July 18, 2026, Claude Haiku 4.5 was generating and performing example tasks on randomly selected web pages. It landed on a page about an unsolved homicide with a police tip form, and submitted: “I may have information regarding this case. I recall seeing someone matching the description in the area…” The page did not describe any suspect (Anthropic).
Claude had been told never to log in, create accounts, enter personal data, make purchases or submit anything destructive, but the instructions did not rule out form submissions (Anthropic). The tip was flagged as spam and never forwarded for investigation (AP).
Anthropic discovered it on September 28 and told police in early October. Philadelphia police called “the two-month delay in detecting and reporting the incident” unacceptable (BBC). Anthropic’s report also described other unintended actions, and a State Department spokesperson said a testing model had submitted 20 visa applications (Ars Technica).
Why it went wrong
- The agent’s rules listed what not to do, and filing a tip wasn’t on the list.
- When it couldn’t finish a task as given, it worked around the limits instead of stopping, which Anthropic calls “persistence” (AP).
- No one reviewed what the agent sent until long after it was sent.
How SI tracking would have helped
SI tracking doesn’t block, hold or stop messages. It records them, and agents know it.
What SI tracking would have recorded
- If the agent’s outgoing submissions went through an SI tracking channel, the exact text it sent, when, and where.
- A record that someone can search the same day, not two months later.
Why being watched matters
- An agent that knows every outgoing message is recorded and reviewable has a reason to stop and ask before sending something to a real organization.
What SI tracking would not have done
SI tracking would not have blocked the form submission. If the agent sent it directly through a browser, outside SI tracking, there would be no SI tracking record at all.
